Welcome to my website. It is my hope that you will find information you need and/or want quickly and with ease. With very limited campaign staff we will work to keep you updated on issues, future events, and important announcements.
Please feel free to send any comments, questions, and/or concerns you might have to me by simply using the "contact" icon at the top of our home page. I will personally respond to you as quickly as possible. I would invite you to attend my quarterly public forums which are listed on the "events" page and held during the months of March, June, September, and December. Should you wish to discuss a matter at length, we can establish a time to talk.
The 115th session of the Indiana General Assembly was a success in that the first major step in real and permanent property tax relief was taken. There remains much to be done before the journey can be called complete.
It is my hope that during the 116th session, which will begin with organization day in November and reconvene in January 2009, we will be able to hold some real and public discussion on the elimination of property taxes. While I appreciate those who say it is not possible, open discussion is necessary and I believe could result in a realization that elimination of property taxes on at least owner-occupied properties is possible.
Thank you for the opportunity to serve as your State Representative. I ask for your vote on November 4th and look forward to continuing our work together to make Indiana a better place to live. Representative Hinkle To Host Quarterly Public Forum
(STATEHOUSE) September, 11, 2008 - State Representative Phil Hinkle (R-Indianapolis) will host his third quarterly forum of 2008 in two sessions. The first meeting will be held on Thursday, Sept. 25, beginning at 6:30 p.m. in the Speedway Town Hall, 1450 North Lynhurst Dr. The second will be held Tuesday, September 30, beginning at 6:30 p.m. in the Pike Township Government Center, 5665 Lafayette Rd. Rep. Hinkle will discuss any issue of interest with those attending.
“These town hall meetings are a great opportunity for me to spend time with the public and listen to their concerns,” said Rep. Hinkle. “I enjoy hearing questions and concerns from the community and look forward to hearing about the issues most important to the residents of District 92.”
The focus of the forums will be issues of interest for next year’s legislative session. Please bring any thoughts, ideas or questions you may have. Representative Hinkle hosts quarterly town hall meetings throughout the year for listening to constituents, discussing happenings in the General Assembly and gathering input on the issues facing District 92 and Indiana.

Rep. Hinkle Works on Juvenile Detention Law
Requires Parents to Take Responsibility
(Statehouse) Aug. 1, 2008 – After discussions with community members, law enforcement and the Legislative Services Agency (LSA), Rep. Phil Hinkle (R-Indianapolis) announced that he is drafting legislation dealing with juveniles under court jurisdiction. Rep. Hinkle has considered the legislation for two months, but the recent robbery at Don’s Guns made him move forward with the proposal.
Rep. Hinkle met with government attorneys to work on the legislation. The legislation, still in the drafting process, would require parents to take more responsibility when their children are under the jurisdiction of the courts.
If a child under court jurisdiction were caught breaking curfew or committing another offense, the parents would face penalties.
“This issue was brought to my attention while attending the Pike Township Residents Association meeting,” stated Rep. Hinkle. “The concern was that children convicted of crimes were ignoring their home detention and causing more problems in the community. One way I see to curb this behavior is to make parents responsible for their child’s action.
“Police arrested fourteen-year-old twins in the west side robbery of Don’s Guns last week. The juveniles have been arrested numerous times already this year. Something needs to be done.”
Rep. Hinkle encourages parents and community members to provide any input they feel will help address the problem of children being repeat offenders. Rep. Hinkle can be reached at 232-9600, h92@iga.in.gov or 200 West Washington St. Rm. 401-3 Indianapolis, IN 46204.
“As one community minister said best, ‘This was no longer just the police department’s problem to solve; it is up to all of us.’”
