A Few Words About Me
Phil is married to the former Barbara Conti. They have two children; Tony, a civil engineer and graduate of Rose Hulman, and Jennifer, an elementary teacher and graduate of Ball State University. Phil and Barbara are the proud grandparents of Kailey, Tyler, Justin and Natalie.

After having taught for three years at Ben Davis High School, Phil joined city-county government as the Research Director for the Indianapolis City-County Council, a position he held for three years.

In 1978, Phil was elected Wayne Township Assessor. He was re-elected to a third term in 1986. In 1991, Phil joined the F.C. Tucker Company and served as a residential real estate associate while running for the Indianapolis City-County Council. He was elected and served on the council until November 2000 when he was elected to his first term in the Indiana House of Representatives. He serves district 92, which covers the western portion of Wayne Township, including most of Speedway, and the western part of Pike Township.

In the Legislature Phil serves as the Ranking Minority Member of the Local Government Committee and as a member of the Small Business and Economic Development Committee. He serves on various summer study committees as assigned each summer and is one of four House members serving on the State Commission on Autism.

Phil is presently serving as the Coordinator of Community Partnerships for MSD of Wayne Township, where he works with businesses in developing internships for Ben Davis University High School students and public safety personnel across the State to enhance ESEC facility use.

Phil is a graduate of Indiana State University and holds a Masters Degree in Political Science.

Phil is involved in a number of community activities and organizations. He has served on the Southwest Multi-Service Center Board of Directors and the Board of Directors for the Greater Indianapolis YMCA. He is a Past-President of the Wayne Township Education Foundation and continues to serve on the Foundation Board of Directors. He is actively involved with the Suburban West Optimist Club, St. Christopher Catholic Church, and serves in the HOSTS (Helping One Student To Succeed) Program with Wayne Twp. Schools.
